Looks like Windows 10 with StarDock WindowBlinds, WinAero Tweaker and Open Shell. The default icons weren't changed back to the Windows 7 DLL so you can still see the Windows 10 Recycle Bin and This PC icons.

im actually now using startisback++, uxthemepatcher with a windows 7 theme, and dwmblurglass. it runs a lot better than windowblinds and looks better.
